The consistent deficiency in the numbers of, Mozambique’s casinos is in a sense quite uncertain, in one way or another.
In past years, the city was a destination where many South Africans would go to to flee from the exceptionally restricted standards on casino gambling (and, it has to be said, mixing with other races) that they had at home. Thus, you are likely to anticipate somewhat of a booming sector to cater to that tourist trade.

Plus, clearly, the finest prawns (shrimp) on the planet are just offshore, in the Mozambique Channel.
